The Government of the Republic of Palau, through its Bureau of Human Resources, is seeking a dynamic and visionary leader to serve as Secretary General of the Micronesian Islands Forum (MIF) Secretariat.

This executive-level appointment offers a unique opportunity to guide regional collaboration, strengthen governance systems, and advance economic, social, and political priorities across Micronesia.


📌 Position Overview

Position Title: Secretary General
Salary Grade: GL 18/1–14
Annual Salary Range: $45,025 – $72,998
Duty Station: MIF Secretariat, Office of the President, Palau

Employment Preference Policy

It is the policy of the Government that qualified citizens of the Republic of Palau are given first priority for employment consideration, followed by United States citizens, and subsequently third-country nationals when qualified Palauan citizens are unavailable.


🧭 About the Role

The Secretary General serves as the chief executive officer of the MIF Secretariat and is responsible for providing strategic vision, executive leadership, institutional management, and regional representation.

The successful candidate will lead efforts to enhance regional integration, ensure effective governance, mobilize resources, and strengthen collaboration among member jurisdictions and development partners.


🔹 Key Responsibilities

1. Strategic Leadership & Management

  • Provide organizational vision and direction
  • Uphold institutional values and strengthen MIF’s regional and international standing
  • Lead and motivate Secretariat staff
  • Build partnerships and secure funding support
  • Represent MIF in regional economic, social, and political forums

2. Policy Development & Organizational Reform

  • Lead policy formulation and implementation
  • Drive institutional improvement and change management initiatives
  • Strengthen operational efficiency and structural effectiveness

3. Governance & Compliance

  • Oversee governance processes and key meetings
  • Ensure compliance with regulations, policies, and reporting requirements
  • Prepare programmatic and financial reports

4. Program Oversight & Performance

  • Coordinate with member jurisdictions to ensure relevance and impact
  • Monitor implementation and performance outcomes
  • Establish evaluation and accountability systems

5. Financial Management & Resource Mobilization

  • Oversee budget preparation and financial monitoring
  • Lead engagement with donors and development partners
  • Ensure audit compliance and risk mitigation
  • Promote financial sustainability
