Directive 2025-008A: Revised Austerity Measures for Executive Branch Departments and Agencies for Fiscal Year 2026
In light of the recommendations provided to my office from the Attorney General and the recent submission of the FY 2026 Revised Budget to amend Public Law 24-14, the Appropriations and Budget Act of 2026, I am directing all departments, offices, and activities of the Executive Branch to implement revised austerity measures.
Price Freeze in Effect
On October 08, 2023, a Declaration of a State of Significant Emergency was declared for the Commonwealth of the Northern Mariana Islands. Accordingly, pursuant to the Commonwealth Disaster Price Freeze Act, codified at 4CMC § 5141-5144, a price freeze is hereby declared.
Health Center Hours During the Storm
Upon declaration of TYPHOON CONDITION II or I, Rota Health Center and Tinian Health Center will be CLOSED. Patients will be contacted to reschedule appointments that are affected by these closures.
The CHC Hospital, Tinian Health Center, and Rota Health Center emergency rooms will remain open 24/7 despite weather conditions.
US and CNMI Flags Lowered to Half-Staff in Honor of the Life and Service of Honorable Candido “Candy” Taman
In deep respect for the passing of the Honorable Candido “Candy” B. Taman, I hereby order that the flag of the Commonwealth, together with the flag of the United States of America, are to be flown at half-staff at the Juan Atalig Sablan Memorial Building and upon all public buildings, instrumentalities, and grounds within the Commonwealth until the sunset of the day of his interment.

I, Arnold I. Palacios, pursuant to the authority vested in me as Governor of the Commonwealth of the Northern Mariana Islands by Section 10 of Article III of the CNMI Constitution, and in consultation with CNMI Homeland Security and Emergency Management, hereby declare a State of Emergency for the Commonwealth of the Northern Mariana Islands, and I am ordering the activation of the State Emergency Operations Plan throughout the Commonwealth.

On May 22, 2023, a Declaration of Significant Emergency and State of Major Disaster was declared for the Commonwealth of the Northern Mariana Islands. On this basis and pursuant to the Consumer Disaster Price Freeze Act, a price freeze is hereby declared.
