The Joint Information Center (JIC) continues to coordinate response and recovery efforts following Typhoon Sinlaku. Situation reports will now be issued on Fridays. Agencies and partners remain actively engaged in restoring critical services and supporting communities across Saipan, Tinian, and Rota. Future updates will provide information on CUC restoration efforts for Saipan and Tinian, the S.T.R.O.N.G. Tent and Roofing Mission, and other key CNMI Government updates.
The program provided CNMI households whose homes sustained typhoon damage with temporary non-congregate sheltering while their homes underwent permanent repairs. It was coordinated by the CNMI Government, Island Mayors’ Offices, CNMI Department of Fire and Emergency Medical Services, and the CNMI Office of Homeland Security and Emergency Management in conjunction with FEMA, the U.S. Department of Defense, U.S. Customs and Border Protection, and the U.S. Forest Service.
The STRONG Tent and Roofing Program has successfully completed all installations for eligible households across Saipan, Tinian, and Rota. This marks the final report for the STRONG Tent and Roofing Program.

To help crews work as quickly as possible, residents are asked to sort debris into the categories below and place it along the public right-of-way, ensuring it does not block the roadway, cover fire hydrants, or utility meters.

Before any outages the peak demand was approximately: 30 MW
Although current generation capacity has been restored to 34.7 megawatts (MW), surpassing pre-Super Typhoon Sinlaku operational levels, full power restoration has not yet been achieved. While generation at the power plants is now substantially stabilized, ongoing restoration work remains necessary on damaged power poles, transmission infrastructure, and lateral lines throughout the villages.
Full restoration can only be realized once both generation capacity and distribution infrastructure repairs are completed, as these systems work hand in hand to reliably deliver power to all affected communities.

Federal disaster assistance is now available to help individuals and households recover from the impacts of Super Typhoon Bavi that occurred July 4-12, 2026. The Major Disaster Declaration authorizes FEMA’s Individual Assistance program for the Island of Rota in the Commonwealth of the Northern Mariana Islands.
If you have homeowners or renters’ insurance, you should file a claim as soon as possible. By law, FEMA cannot duplicate benefits for losses covered by insurance. If your policy does not cover all your damage expenses, you may then be eligible for federal assistance.

Survivors can apply for FEMA Individual Assistance by:

The U.S. Small Business Administration (SBA) is encouraging Rota homeowners, renters, businesses, and private nonprofit organizations affected by Super Typhoon Bavi to apply for low-interest disaster loans following the Presidential Major Disaster Declaration.
SBA disaster loans may help with:
- Repairing or replacing disaster-damaged homes
- Repairing or replacing damaged personal property, including vehicles
- Repairing or replacing business property, equipment, inventory, and other assets
- Working capital through Economic Injury Disaster Loans (EIDL), if eligible

Rota Power Generation
As of August 11, 2026, available generation capacity has been restored to 3.8 megawatts (MW) following repair efforts on Commonwealth Utilities Corporation (CUC) generators after Super Typhoon Bavi. Current peak demand is approximately 200 kilowatts (kW). The Cummins #3 Generator has been online and operational since August 7, 2026, contributing 2.0 MW to the grid. The Mitsui #1 Generator is fully operational and being held in standby to provide additional support if demand increases. CUC continues to monitor system conditions and will bring more capacity online as needed.

PRECAUTIONARY BOIL WATER NOTICE for the island of Saipan is cancelled as 07/22/2026 at 4:00PM.
As of 07/24/2026, the Tinian water system is still 100% online with the Tinian Maui 2 well energized to the power grid since 07/10/2026.

Water service has been restored to nearly all customers across Rota. Approximately seven (7) customers in the District 1 area remain without water service at this time.
CUC water operators have completed repairs to damaged waterlines and restored service to affected areas. Crews continue working to isolate and address leaks on customer-side laterals that were impacted by typhoon-related damage.

FRANCISCO C. ADA/SAIPAN INTERNATIONAL AIRPORT: Airport is fully operational with day time and night operations.
Facility: The airport terminals, ARFF and Tower have been energized. The Training Center is still without power and is running on generator, as needed. Assessments are ongoing. The rotating beacon is out of service. All runway signs and lights are working, however, some lights for signage and distant markers are out. Jetways 2 and 4 are operational while other jetways are still down from Super Typhoon Sinlaku.
BENJAMIN TAISACAN MANGLONA INTERNATIONAL AIRPORT (Rota): A FEMA generator was hooked up by the U.S. Army Corps of Engineers to temporarily provide power to the airport. In the meantime, a contractor will assess the airport breakers and service the standby generator. Assessment of the airport is ongoing. Airport is open to receiving humanitarian aid only during daylight hours.
FRANCISCO MANGLONA BORJA/TINIAN INTERNATIONAL AIRPORT: The Airport has been energized and now has city power. It is open to receive daytime flights only due to apron and taxiway lights being down. Other navigational aids are being assessed. The Departure Terminal was powered up by the Commonwealth Utilities Corporation today.
ROTA WEST HARBOR: Effective July 11, 2026, as of 1200H, The USCG issued a modified Port Heavy Weather Condition (PHWC) WHISKEY. Berth 1 is now open. Mariners are urged to navigate with caution.
PORT OF TINIAN: Port status is now PHWC WHISKEY, effective July 19, 2026, 1400H. The Port of Tinian is open for all commercial traffic and without waterway restrictions; however, it is restricted to DAYLIGHT operations because there is no power on the dockside. CPA continues to follow up with the Commonwealth Utilities Corporation (CUC) on the reconnection. The CPA Seaport Office has been energized.
PORT OF SAIPAN: Effective July 8, 2026, at 0900H, The USCG issued PHWC WHISKEY, which opens the port for all commercial traffic without waterway restrictions. City power has been restored on the dockside. The Port of Saipan office is on generator and is open to receive payments from Monday to Friday, 0800H to 1700H. The elevator at the Port of Saipan is inoperable. Follow-ups for power connection continues.
Communications
Crews restored connectivity to the Mt. Alutom communications tower on Guam on Thursday (7/9) using a FEMA generator, improving VHF radio coverage in parts of the region. However, VHF towers on Saipan and Rota remain offline. The Rota Emergency Operations Center also confirmed that the island’s VHF tower sustained damage during Super Typhoon Bavi, further limiting near-shore radio communications.
The U.S. Coast Guard reports multiple navigational aids are off station, discrepant, or missing. A Broadcast Notice to Mariners remains in effect, and all mariners are urged to exercise extreme caution while transiting regional waters as assessments and repairs continue.
The U.S. Coast Guard advises the public to:
- Report emergencies via VHF Channel 16 or by calling 911. Do not rely on social media for distress reporting; carry multiple communication methods due to ongoing outages.
- Rely on official sources for safety updates and reopening information, including NWS Guam, Guam Homeland Security/Office of Civil Defense, and the CNMI EOC State Warning Point.
