The Joint Information Center (JIC) continues to coordinate response and recovery messaging following the impacts of Typhoon Sinlaku. Response agencies and partners are working around the clock to restore critical services and support affected communities across Saipan, Tinian, and Rota.

System Status & Safety

  • Outages: 15,624 customers remain without power, including 11,769 residential customers.
  • Infrastructure: A total of 662 power poles are confirmed down.
  • Assessments:S. Department of Energy drone assessments are ongoing, moving north from Koblerville toward Dandan and Fina Sisu.
  • Hazardous Materials: EPA and FEMA support for hazardous material cleanup, including damaged transformers, is scheduled to begin today Sunday, April 26, 2026.

Transmission & Feeder Updates

  • Feeder 1 & 3, Partial 1 to the Hospital was initially energized at 4:00PM on 04/19/2026 and remains online with the CUC grid on 04/22/2026 at 7:04PM and 100% load at 8:02PM.

  • Feeder 4: Completed restoration work of clearing down wooden poles from Kagman Main Road. Completed restoration work at the KG 131 well, Kagman Booster overhead power lines to the generator.
  • Kiya 1: Completed ongoing restoration work of restringing, reframing of conductors towards the Isley Water Wells, 7 spans to complete and ready to energize primary lines when Power Plant no. 3 is ready to be energized.
  • Kiya 3: Completed restoration work on Middle Road from Sugar King to Quarter Master Intersection. Ongoing work from Quarter Master Middle Road to toward Chalan Msgr. Guerrero Road intersection (near IT&E). Completed the restoration work at the S3 Lift Station, facility has been isolated and ready to be energized. All pad-mounted transformers, customers who were isolated are awaiting the linecrew to open fuse cut-outs ready be energized.
  • Kiya Substation: Pumping water out of the substation berm is complete; crews need to replace the DC battery supply.

Current Stats: 610 poles down | 15,624 total customers out (11,769 residences).

Feeder assessments are 80% complete; 111 poles and 38 transformers are confirmed down. All feeders remain offline (1,059 customers out).

Feeders 1 & 2 are 98–100% energized. Rota line crews are expected to arrive in Tinian on Monday, April 27, to assist with restoration.

Water Restoration Update

Saipan Water

  • Current Production: 5.7 million gallons/day (54% capacity).
  • Customer Access: 31% (2,729 of 8,758 customers).
  • Infrastructure: 41% (50 of 138) of wells and facilities are online. 0 are on the CUC power grid.
  • Recent Wins: 7 well weather heads repaired as of 5:40 PM on 04/25/2026; Saltwater treatment system installed at Sugar Dock.

Saipan Filling Stations (Effective 04/25)

  • Puerto Rico Road, Puerto Rico — 8:00 AM to 11:00 PM daily
  • Dr. Torres Drive (WSR Elementary), Chalan Kanoa — 8:00 AM to 11:00 PM daily
  • Tinaktak Drive, Koblerville — 8:00 AM to 6:00 PM daily
  • Capitol Hill Road, Capitol Hill — 8:00 AM to 6:00 PM daily
  • Chacha Road, Kagman — 8:00 AM to 11:00 PM daily
  • Tuturam Drive, San Vicente — 8:00 AM to 11:00 PM daily

Additional filling stations are being used to support government tanker operations supplying emergency shelters and critical facilities.

Saipan Wastewater

  • Plants: Sadog Tasi Wastewater Treatment Plant is operational with a FEMA generator. Agingan plant is monitored and fueled by FEMA.
  • Lift Stations: 15 on CUC generators , 12 on portable generators , 6 via septic hauler bypass. A3 Lift Station is now operational with a FEMA generator.
  • Water Service: 98% online; 861 total customers (679 residential).
  • Damage Assessment: Roof damage observed on Tinian Water Tank ; engineering cost estimates pending.
  • System Operations: Maui 2 well running on backup generator.

⚠️ BOIL WATER NOTICE REMAINS IN EFFECT.

  • System Status: 100% online; 863 total customers (681 residential).
  • Notice: Precautionary Boil Water Notice was officially canceled as of April 22, 2026.

Infrastructure: Solar chlorination system is non-operational; CUC is using an alternative chlorination source.

AIRPORT & PORT OPERATIONS

  • Primary feeder damage assessments are 100% complete.
  • Secondary feeder and residential service assessments are nearing completion.
  • Feeder 1 & 3 (Partial) serving the hospital was reenergized on April 21 at 4:30 AM following emergency generator failure at the hospital.
  • Restoration completed to Sadog Wastewater Treatment Plant, Water Laboratory, and PR-164 well, pending energization.
  • Restoration completed at Upper Navy Hill (Calhoun Chlorine Station and CL-2 & CL-5 wells), pending grid connection.
  • Feeder 4 clearing operations completed along Kagman Main Road.
  • Kiya 3 restoration completed from Sugar King to Quarter Master Intersection; work ongoing toward Chalan Msgr. Guerrero Road (near IT&E).
  • Kiya 1 crews continue restringing conductors toward water wells to support restoration of water systems.
  • Kiya Substation restoration ongoing; no structural damage identified.
  • US DOE drone assessments of the power grid are ongoing beginning in the Koblerville sector

The Emergency Prescription Assistance Program

The Emergency Prescription Assistance Program, or EPAP is a federal program that helps uninsured people in disaster areas get the prescription drugs, vaccinations, medical supplies, and equipment that they need.

Who qualifies? Answer: People without health insurance

People who qualify for EPAP can replace certain prescription medicine, medical supplies vaccines and certain pieces medical equipment that were:

  • Lost or damaged while evacuating or because of the disaster
  • Not refilled before disaster
  • Lost or damaged at evacuation shelter

You are ineligible for the EPAP if you have

  • Individual health insurance policy
  • Employer-sponsored coverage
  • Medicare
  • Medicaid
  • Other third-party coverage

If EPAP is activated in your area after a disaster, follow these steps for help:

  • Make sure you qualify for EPAP
  • Find out if your prescription or medical supplies are covered by EPAP
  • Find a pharmacy participating in EPAP
  • Give the pharmacy your medical information

CNMI Public School System

  • Schools Closed/Open: All Public School System schools and Head Start/Early Head Start centers remain closed. Site assessments ongoing. After all assessments are completed, the next phase will be emergency repairs and debris removal. Some schools and centers remain activated as designated community shelter sites.
  • Tentative Reopening Date: None as of April 23, 2026.

Northern Marianas College

  • Northern Marianas College (NMC) has announced that the Spring 2026 term is ending early in response to the ongoing recovery from Super Typhoon Sinlaku.
  • To further support students during these challenging times, NMC has activated a dedicated student hotline: (670) 285-2059/7651 available from Monday to Friday from 8:00 a.m. to 5:00 p.m. WhatsApp messaging is an available option as well. More information is available at marianas.edu.

NMTech

  • NMTech campus will be open for limited operations for cleaning purposes only as it was flooded and filled with mud. Selected Staff report back to work on Monday to gut ceiling and floor tiles and drywall that has been saturated. All staff will report on Wednesday for full campus clean up. Depending on results of clean up will determine opening of campus for emergency services utilization, I.e. culinary classroom.
  • Spring classes will be suspended until the latter part of June 2026.

Saipan International Airport

Status:

  • Runways clear and operational
  • Operating on generator power with limited running wate

  • United Airlines resuming daily Guam service (effective April 23, 2026)
    • Arrival: 8:50 AM

Traffic Safety Notice:

Due to dark intersections and non-functioning traffic signals, motorists are advised to follow these guidelines:

  • Complete Stop: Come to a full stop at all intersections
  • Right of Way:
    • First vehicle to arrive proceeds first
    • If arriving at the same time, yield to the vehicle on your right
  • Left Turns: Yield to oncoming traffic unless you have established the right of way
  • Reduce Speed: Slow down well in advance of intersections
  • Stay Alert: Treat all non-functioning signals as a 4-way stop
  • Use Signals: Clearly indicate your driving intentions

Pedestrian:

  • Exercise extra caution, especially at night
  • Be aware that street lighting may be limited or unavailable
