The Joint Information Center (JIC) continues to coordinate response and recovery messaging following the impacts of Typhoon Sinlaku. Response agencies and partners are working around the clock to restore critical services and support affected communities across Saipan, Tinian, and Rota.

System Status & Safety
- Outages: 15,624 customers remain without power, including 11,769 residential customers.
- Infrastructure: A total of 624 power poles are confirmed down.
- Hazardous Materials: EPA and FEMA support for hazardous material cleanup, including damaged transformers, has begun. As of 04/30/2026, there have been a total of 46 transformers retrieved.
Transmission & Feeder Updates
- Feeder 1 & 3, Partial 1 to the Hospital was initially energized at 4:00PM on 04/19/2026; On 05/02/2026 at approximately 12:15AM Feeder 1 went offline. Investigation of the cause of the outage is ongoing prior to reenergizing the feeder from PP1.
- On 05/02/2026 at approximately 3:30AM, CUC received notice from the CHCC that their emergency backup generator failed. As a result, CUC activated the Power Plant no. 4 (PP4) diesel engine no. 10 (DE10) to provide emergency power to the CHCC. The hospital was energized at approximately 5:00AM.
- Feeder 4: Completed restoration work of clearing down wooden poles from Kagman Main Road. Completed restoration work at the KG 131 well, Kagman Booster overhead power lines to the generator. Completed the installation of 4 power poles on Feeder 4, 1st Partial from Power Plant no. 1 towards the Governor’s Office.

Tinian Power Generation:
- Major damages to power plant structure. Ongoing assessments, debris removal, clean-up of facility and securing engines & auxiliaries, switchgear, substation areas and security fence line repairs.
- (No Change) CUC Saipan Engineering team assessed the Power Plant System on 04/20/2026 and 04/23/2026.

The Emergency Prescription Assistance Program
The Emergency Prescription Assistance Program, or EPAP is a federal program that helps uninsured people in disaster areas get the prescription drugs, vaccinations, medical supplies, and equipment that they need. Who qualifies? Answer: People without health insurance
People who qualify for EPAP can replace certain prescription medicine, medical supplies vaccines and certain pieces medical equipment that were:
- Lost or damaged while evacuating or because of the disaster
- Not refilled before disaster
- Lost or damaged at evacuation shelter
You are ineligible for the EPAP if you have
- Individual health insurance policy
- Employer-sponsored coverage
- Medicare
- Medicaid
- Other third-party coverage

CNMI Public School System
- Schools Closed/Open: All CNMI Public School System employees will return to work on April 30, 2026, as campus cleanup and safety assessments continue. A Special Board of Education meeting is tentatively planned for May 1, 2026, to help determine next steps, including the timeline for students to return.
- Some campuses remain in use as community shelters under the American Red Cross.
- FOOD ASSISTANCE – STUDENT MEAL DISTRIBUTION ○ The CNMI Public School System will begin grab-and-go meal distribution for students starting May 4, 2026, while schools remain closed due to Typhoon Sinlaku impacts.
- Meals (breakfast and lunch combined) will be available Monday through Friday, 0900–1300, while supplies last, across designated sites on Saipan, Tinian, and Rota.
- Students must present a valid school ID to receive meals (one meal set per ID). Limited distribution (up to two meal sets) will be available for vehicles without IDs. Private school and Head Start students are also eligible.
Northern Marianas College
- Northern Marianas College (NMC) has announced that the Spring 2026 term is ending early in response to the ongoing recovery from Super Typhoon Sinlaku.
- To further support students during these challenging times, NMC has activated a dedicated student hotline: (670) 285-2059/7651 available from Monday to Friday from 8:00 a.m. to 5:00 p.m. WhatsApp messaging is an available option as well. More information is available at www.marianas.edu.
Northern Marianas Technical Institute (NMTech)
- NMTech campus will be open for limited operations for cleaning purposes only as it was flooded and filled with mud. Selected Staff report back to work on Monday to gut ceiling and floor tiles and drywall that has been saturated. All staff will report on Wednesday for full campus clean up. Depending on results of clean up will determine opening of campus for emergency services utilization, I.e. culinary classroom.
- Spring classes will be suspended until the latter part of June 2026.
Saipan International Airport
Status
- Daily (daylight) flights available on United Airlines, Micronesian Air Cargo/Connection Services (MACS) and Star Marianas Air (SMA) between Guam, Saipan, Tinian and Rota only. The Airport has no power and is powered by a generator. Limited running water.
- Airport Runway Assessment: Due to damage to navigational aids (navaids), flights are limited to DAYTIME operations only. Federal Aviation Authority (FAA) representatives are on-island to assess the damages to the navaids and the Air Traffic Control Tower. Parts are on order but may take time for it to arrive on the island.
- Additional assistance is being provided by staff from the Guam International Airport Authority to assess the apron and taxiway lights, runway signs and miscellaneous items around the terminal buildings.
- Loading Bridges (Jetways): All six bridges sustained damage, however, Jetway #2 is now operational. Jetway #6 is being repaired now. Two stair-carts will be used as a backup; increasing our enplaning and deplaning to three.
- Perimeter Fence: The perimeter fence line repairs are at 45% complete. Phase 2 is to fabricate chain link gates for all three (3) terminal gates.

- United Airlines resuming daily Guam service (effective April 23, 2026)

Current Status
- The Port of Saipan is open for commercial traffic and cargo operations without restrictions. All cargo operations shall be conducted at the discretion and under the coordination of Saipan Stevedore Company and the vessel agent. The backup generator at the main port has been installed and assessments to the dock lights are underway to see if they are conducive for night operations.
- The Port of Tinian is under Limited Port Heavy Weather Condition (PHWC) WHISKEY. Port facilities are currently open to all commercial traffic. Operations are limited to DAYLIGHT only.
- Rota West Harbor: Due to potential hazards at Berths 1 and 2, the U.S. Coast Guard has ordered a suspension of all cargo delivery loading and discharge at the commercial berths.

FEDERAL ASSISTANCE
The CNMI Office of Homeland Security and Emergency Management (HSEM), in coordination with FEMA and non-profit partners, will continue commodity distribution operations to support affected residents. Distribution will include bottled drinking water and Meals Ready-to-Eat (MREs).

This water filling station is operated using reverse osmosis systems and is a joint effort between the Federal Emergency Management Agency, CNMI Government, and the United States Air Force.
DCCA’s Nutrition Assistance Program (NAP) has received USDA approval for emergency waivers to support households impacted by Typhoon Sinlaku.
- 63% Automatic Benefit Replacement: All active April 2026 NAP recipients will receive a 63% replacement of benefits. No application required; funds will be credited to EBT cards within 5–10 business days.
- Hot Food Waiver: NAP benefits can be used to purchase hot, prepared foods from authorized retailers through May 27, 2026, territory-wide.

The U.S. Small Business Administration (SBA) is offering low-interest disaster loans to homeowners, renters, businesses, and nonprofits impacted by Super Typhoon Sinlaku.

- Repair or replace primary residences (up to $500,000)
- Replace personal property, including vehicles (up to $100,000)
- Access low fixed interest rates with terms up to 30 years
- Receive no payments and no interest for 12 months
- Fund mitigation improvements to reduce future disaster risk

Businesses and nonprofit organizations may apply for loans to:
- Repair or replace physical property damage
- Cover financial losses related to disaster impacts

Economic Injury Disaster Loans (EIDL)
Small businesses and nonprofits experiencing revenue loss due to the disaster may apply for Economic Injury Disaster Loans (EIDL) to:

Traffic Safety Notice: Due to dark intersections and non-functioning traffic signals, motorists are advised to follow these guidelines:
- Complete Stop: Come to a full stop at all intersections
- Right of Way: First vehicle to arrive proceeds first
- If arriving at the same time, yield to the vehicle on your right
