Protect Emergency Generator Fuel

The CNMI Joint Information Center is aware of reports involving fuel being stolen from generators that are powering water systems in Saipan. When fuel is taken, generators can shut down and water service may be disrupted.

This situation affects the entire community, especially families, children, and elderly residents who rely on consistent access to water. These generators are
being used to support essential services during this response, and they must remain secure and operational.

The public is strongly urged not to tamper with, damage, or take fuel from emergency equipment. Under 6 CMC § 1601, theft is punishable by imprisonment, with penalties varying based on the value of the property or service stolen.

Anyone who sees suspicious activity is encouraged to report it immediately to the CNMI Department of Public Safety at 911.

Commonwealth Utilities Corporation – Situation Report

The Commonwealth Utilities Corporation is in full force to restore power, water, and wastewater services to the Islands of Saipan, Tinian, and Rota. Critical facilities like the hospital, shelters, and the airport, as well as the community are of top priority.

Notice to the public: Do not touch or cut the power lines. This will allow CUC to perform an accurate damage assessment and preserve materials.

SAIPAN

Feeder and transmission updates for Saipan:
Damage assessments of the primary feeder lines are 100% complete. CUC is near the completion of the assessments to the secondary feeder lines and power services to the secondary roads to residences.

As of 04/21/2026, number of power poles down: 604

  • Feeder 1 & 3, Partial 1 to the Hospital was initially energized at 4:00PM on 04/19/2026.
  • Feeder 4 completed restoration work of clearing down wooden poles from Kagman Main Road.
  • Kiya 1 ongoing restoration work of restringing, reframing of conductors towards the water wells, preparing to energize (2 water wells identified with transformer damages).
  • Kiya 3 completed restoration work on Middle Road from Sugar King to Quarter Master Intersection. Ongoing work from Quarter Master Middle Road to toward Chalan Msgr. Guerrero Road intersection (near IT&E).
  • Kiya Substation ongoing restoration work such as recharging DC battery supply, pumping water out of the substation berm. No damages assessed at the substation.
  • 15,624 customers are without power services due to an island wide system outage as a result of the typhoon.
  • 11,769 are Residential customers.

Power Generation:

  • Power Plant No. 1 & 2: Preliminary damage assessments are completed. Clearing of debris is ongoing. A contractor will start repairs of side walls; ETA is 3-4 weeks for temporary repair.
  • Power Plant No. 3: Preliminary damage assessment was completed. Pending status of the power distribution.
  • Power Plant No. 4: Preliminary damage assessment was completed. Clearing of debris is ongoing. A contractor will start repairs of side walls; ETA is 3-4 weeks for temporary repair.
  • Aggreko: Damage assessment is completed. Pending clearance from Power Distribution and Power Generation to energize feeders.

NOTE: This is subject to change and pending on the preliminary damage assessments.

Water Update for Saipan:

  • CUC began supplying water to the Tank Service Areas (TSAs) after refueling the CUC generators.
  • CUC provided a backup generator at the IF-28 well to provide water to the Saipan International Airport as of 12:30PM today.
  • Water production: 4.1 million gallons/day (40% of production)

About 21% of customers are receiving water on Saipan as shown in the table below:

Bottled Drinking Water Distribution to be Held in Airport Field, Starting

One Case of Water Per Family Only

(Joint Information Center) – The CNMI Office of Homeland Security and Emergency Management (HSEM), in close partnership with the Federal Emergency Management Agency (FEMA), has established a water distribution site to support Saipan residents following Super Typhoon Sinlaku. This location is strategically placed to ensure residents have access to bottled water while infrastructure repairs continue across Saipan.

One (1) case of drinking water per family. This distribution is open to all residents.

Distribution Schedule & Locations

Water distribution is scheduled to begin on Thursday, April 23, 2026, from 0900 to 1200, or until supplies last.

FEMA-supported bottled water distribution will be conducted at the following location:

  • Thursday, April 23, 2026 – Airport Field

Additional locations will be announced in the coming days. Please continue to monitor our official channels for further updates.

Household Limits

To ensure that resources reach every household on the island, distribution is limited to one (1) case of drinking water per family. Additional relief sites for other areas will be announced in the coming days.

The distribution site can be accessed on foot or by vehicle. If arriving on foot, please use the designated pedestrian lanes to avoid vehicle traffic. All vehicles must remain in line. We ask for your continued patience.

The water arrived on a relief flight courtesy of the Federal Emergency Management Agency (FEMA).

Wastewater Services for Saipan
Wastewater Collections & Treatment Plants

  • Wastewater (no change of power supply from 4/20/2026):
  • Both Agingan and Sadog Tasi Wastewater treatment plants are running on CUC.
  • Generators a request for a FEMA Generator at the Agingan Wastewater Treatment Plant was confirmed.
  • 11 Lift Stations running on CUC Generators
  • 15 Lift Stations running on portable generators being swapped around to maintain flow through the system.
  • 6 Lift Stations are being bypassed using Septic Hauler trucks.
  • Condition assessment of weather heads indicates 5 needing replaced.

TINIAN

Feeder and transmission updates for Tinian:
ALL POWER FEEDERS REMAIN OFFLINE.

  • 1,075 customers are without power service, as a result of the typhoon.
    • 764 are Residential customers.
  • Power Distribution update:
    • Preliminary damage assessments to the feeders are ongoing and about 80% complete. Pending damage assessment costs.
    • The initial estimate of downed power poles: 245
  • Power Generation update:
    • 2 staff were sent today to perform the preliminary damage assessment on the power plant. Pending the final report.

Water updates for Tinian:

  • The Tinian water system is 90% online; however, some customers may experience low water pressure.
  • The Maui 2 well is running on the backup generator.
  • Fuel to the generator was topped off from the CUC power plant fuel supply.
  • PRECAUTIONARY BOIL WATER NOTICE is still in effect.

ROTA

Feeder and transmission updates for Rota:
POWER FEEDERS

  • FEEDER 1 – 100% of the primary lines ONLY was energized.
    • 2 customers without power.
  • FEEDER 2 – approximately 90% of the primary lines ONLY was energized.
    • 33 customers without power.
  • POWER PLANT
    • Preliminary damage assessments of the power plant were completed. Final damage reports are pending.

Water updates for Rota:

  • Water services are 100% online with exception to isolated customer incidents.
  • Total water customers: 863 customers
    • 681 are Residential customers
  • PRECAUTIONARY BOIL WATER NOTICE is still in effect.
  • Preliminary damage assessments indicate that there are a few service lateral leaks due to uprooted trees. Operators are repairing the leaks to restore water services to the affected customers.

FEMA Supporting CNMI Response Efforts
Individual Assistance Not Yet Available

The CNMI Joint Information Center (JIC) under the CNMI Office of the Governor advises the residents of Saipan, Tinian, and Rota that the Federal Emergency Management Agency (FEMA) is currently supporting local response efforts to assess damage, clear debris, and ensure public safety following recent impacts under the current emergency declaration.

The emergency declaration was approved by the U.S. President and supplements Territorial efforts in providing emergency services, such as the protection of lives, property, public health, and safety.

Because an emergency declaration is still in place at this time, FEMA assistance is not currently available for individuals. Residents in need of support are encouraged to seek assistance through local, volunteer agencies and community organizations that may have available resources.

The CNMI Joint Information Center will continue to provide updates and will notify the public of changes.

Household Waste Advisory for Saipan

(CNMI Joint Information Center) – The public is advised to properly separate household trash, green waste, and metal waste when disposing of waste.

Household trash must not be mixed with green waste or metal waste. Green waste should be placed separately from regular garbage, and metal items should be disposed of only in the appropriate waste stream.

Mixing these materials creates cleanup problems, contaminates recyclable or compostable material, and may delay collection.

Residents are advised to dispose of household waste using their private trash collection agency, or to dispose of their household waste at the Lower Base Transfer Station or the Marpi Landfill.

Artman Corporation:
Artman has resumed trash collection services for its customers. Customers who have misplaced or lost their bin may use a personal bin or place their household trash in a neat, secure pile on their property for collection.

Lost bins can be reported to Artman at 670-233-4321.

At Your Disposal (AYD) Trash Collection:
AYD has begun trash collection services for its customers. Customers who have lost their bin may use a personal bin or arrange household trash in a neat pile on their property for pickup.

Any lost bins should be reported to AYD at (670) 235-7270.

G-Man Trash Services:
G-Man trash services have begun trash collection for its customers. Customers who have lost their trash bin may use a personal bin in the meantime. G-Man trash services will provide a 55-gallon drum at a later time for customers who have lost their trash bin.

Any lost bins can be reported to G-Man Services at 670-285-2909.

Saipan’s Hill 569
Saipan’s Hill 569 has begun trash collection for its customers. Customers who have lost their trash bin may use a personal bin in the meantime. To ensure a safe and efficient pickup, customers must use a trash bag to dispose of all household trash.

Any lost bins can be reported to Saipan’s Hill 569 at 670-989-7827.

Due to the impact of Typhoon Sinlaku, household trash collection schedules may experience delays. We urge the public to be patient with trash disposal companies at this time.

Saipan, Tinian, and Rota has been declared as of 2:00 pm, April 17, 2026.

Residents, however, should maintain precautionary measures for strong gusty winds and heavy rain
showers associated with feeder band activity.

Hazardous marine conditions, especially dangerous, deadly surf and coastal inundation/run-up along the
west-facing shores, remain a significant threat. Despite the “All Clear” being declared, beaches remain closed until further notice due to hazardous sea and surf conditions.

Residents are advised to remain at home unless necessary and to stay off the roads and streets to allow emergency crews from the CNMI Department of Public Works, the Commonwealth Utilities Corporation, and other critical infrastructure agencies to perform island-wide assessments, debris clearing, and repairs.

Governor David M. Apatang to declare
Typhoon Condition I for Saipan, Tinian, and Rota
Tropical Storm Condition I for Pagan and Alamagan
At 2:00 PM ChST

(CNMI Office of the Governor) – As of 11:00 AM, the CNMI Office of the Governor and the Office of Homeland Security and Emergency Management (HSEM), in consultation with the National Weather Service (NWS Guam) Weather Forecast Office (WFO), will declare Typhoon Condition I for Saipan, Tinian, and Rota and Tropical Storm Condition I for Pagan and Alamagan effective 2:00 pm, today, April 13, 2026.

Typhoon Condition I means that damaging winds of 74 mph or more are expected within 12 hours or less; Tropical Storm Condition I means that tropical storm conditions, including winds of 39 mph or more, are possible within 12 hours.

The National Weather Service – Guam has estimated that residents of Saipan, Tinian, and Rota will begin seeing damaging winds on Monday (4/13/26) night. The time of passage, according to NWS Guam, is estimated to be on Tuesday morning into Wednesday morning. Residents of Saipan and Tinian are asked to prepare for a Category 4 Typhoon, which will bring sustained winds of 130-156mph, with gusts of 168-197mph. Residents of Rota are asked to prepare for Category 1 winds which will bring 74-95mph winds.

Because of the projected impact of Super Typhoon Sinlaku, residents currently living in non-concrete or otherwise vulnerable structures are strongly advised to relocate to more structurally sound shelters without delay. The public is advised to remain off the roadways and avoid nonessential travel to allow first responders clear and safe access.

Super Typhoon Sinlaku is located 295 miles southeast of Saipan, moving northwest at 9 mph. It is expected to maintain this general course and speed through Tuesday.

The following updates incorporates the latest information from the different emergency management resources, programs, and activities:

Shelter Updates

Shelters Activated
Shelters opened up at 4:00 pm on April 12, 2026. Residents who need shelter assistance are asked to use the shelters closest to their homes. Residents are expected to bring their own bedding, food, and drinks to the shelter. No pets are permitted in the shelter unless they are certified service animals. An ID should be presented upon entry. To ensure the safety and comfort of all residents, we kindly ask that those seeking shelter bring only essential items. Due to limited space and capacity at our shelter locations.

  1. Saipan: Kagman High School (North), Koblerville Elementary (South), and Marianas High School (Central).
  2. Tinian: Tinian Elementary School
  3. Rota: Sinapalo Office on Aging (Primary), Dr. Rita Hocog Inos Jr./Sr. High School (Secondary)

For Saipan, the Office on Aging is open to accommodate persons with disabilities and those with medical needs. Services under these categories include individuals who are wheelchair bound, who need oxygen, and those with ailments that do not need to be admitted to the hospital.

For Rota, the Office on Aging in Sinapalo is the designated shelter. For inquiries, please call Valerie Q. Apatang at (670) 532-2656.

Sheltering for Registered Sex Offenders: The Registered Sex Offenders’ designated shelter is located at the Koberville Youth Center. Family members of registered sex offenders are not allowed to accompany the registered sex offender into the shelter.

Commonwealth Health Care Corporation (CHCC)

Health Center Hours During Storm
Upon declaration of Typhoon Condition II or I, all CHCC Outpatient Clinics, the Rota Health Center, and the Tinian (LCVA) Health Center outpatient services will be closed. Patients affected by these closures will be contacted to reschedule their appointments.

Emergency Rooms at CHC Hospital, Rota Health Center, and the LCVA (Tinian) Health Center will remain open 24/7, regardless of weather conditions, to ensure access to urgent care.

Elective surgeries scheduled for Monday, April 13, 2026, will be canceled and rescheduled. Our team will reach out directly to patients with updated information.

Hemodialysis services will also be closed on Monday, April 13, 2026. Affected patients will be contacted directly to coordinate rescheduling and continuity of care.

Advisory for Expectant Mothers
Expectant mothers who are at least 36 weeks pregnant or at risk for preterm labor may seek shelter through CHCC. Please call (670) 234 8950 for assistance. Residents of Tinian and Rota may report directly to their respective health centers.

Advisory Regarding Filling Medication
We strongly encourage all residents to prepare at least a one-week supply of prescription medications, especially those managing chronic conditions such as diabetes, hypertension, or asthma. Be sure to store medications in a waterproof container. The CHCC Outpatient Pharmacy will be open Sunday, April 12, from 8:00 AM to 12:00 PM for medication refills.

CHCC continues to monitor the situation closely and will provide updates as needed. Stay safe, stay prepared, and look out for one another.

Beach Closures: All CNMI beaches are closed for swimming or any other recreational activities beginning Monday, April 13, due to hazardous conditions caused by Typhoon Sinlaku. Do not attempt to enter the water. DPS Marine Patrol will be actively monitoring our shoreline areas to enforce the closure.

Governor David M. Apatang Declares
Typhoon Condition II for Saipan, Tinian, and Rota
Tropical Storm Condition III Declared for Pagan and Alamagan

(Saipan, CNMI) – As of 2:00 PM, the Office of the Governor and the Office of Homeland Security and Emergency Management (HSEM), in consultation with the National Weather Service (NWS Guam) Weather Forecast Office (WFO), has declared Typhoon Condition II for Saipan, Tinian, and Rota and Tropical Storm Condition III for Pagan and Alamagan.

Typhoon Condition II means that damaging winds of 39 mph or more are expected within 24 hours, with the onset of typhoon force winds of 74 mph or more forecasted for Tuesday morning. Tropical Storm Condition III means that tropical storm conditions, including winds of 39 mph or more, are possible within 48 hours.

Typhoon Sinlaku is located 490 miles southeast of Saipan, moving north-northeast at 9 mph. It is expected to turn toward the northwest, with little change in forward speed through Monday as it heads toward the Marianas.

For Saipan, Tinian, and Rota, prepare for Typhoon-Force winds, with the most likely time for typhoon-force winds around late Monday night to early Tuesday morning.

For Pagan and Alamagan, prepare for tropical-storm force winds, with the most likely time for Tropical Storm-Force winds around Tuesday. Residents of Agrihan should carefully monitor the progress of Typhoon Sinlaku.

Typhoon Sinlaku is expected to approach the Marianas and could drop as much as 20 inches of rain between Monday and Wednesday for Saipan, Tinian, and Rota.

Shelters will open at 4:00 pm on April 12, 2026. Residents who need shelter assistance are asked to use the shelters closest to their homes. Residents are expected to bring their own bedding, food, and drinks to the shelter. No pets are permitted in the shelter unless they are certified service animals. An ID should be presented upon entry. To ensure the safety and comfort of all residents, we kindly ask that those seeking shelter bring only essential items.   3. Rota: Sinapalo Office on Aging (Primary), Dr. Rita Hocog Inos Jr./Sr. High School (Secondary)

For Saipan, the Office on Aging is open to accommodate persons with disabilities and those with medical needs. Services under these categories include individuals who are wheelchair bound, who need oxygen, and those with ailments that do not need to be admitted to the hospital.

For Rota, the Office on Aging in Sinapalo is the designated shelter. For inquiries, please call Valerie Q. Apatang at (670) 532-2656.

Commonwealth Health Care Corporation (CHCC)

Health Center Hours During Storm
Upon declaration of Typhoon Condition II or I, all CHCC Outpatient Clinics, the Rota Health Center, and the Tinian (LCVA) Health Center outpatient services will be closed. Patients affected by these closures will be contacted to reschedule their appointments.

Emergency Rooms at CHC Hospital, Rota Health Center, and the LCVA (Tinian) Health Center will remain open 24/7, regardless of weather conditions, to ensure access to urgent care.

Elective surgeries scheduled for Monday, April 13, 2026, will be canceled and rescheduled. Our team will reach out directly to patients with updated information.

Hemodialysis services will also be closed on Monday, April 13, 2026. Affected patients will be contacted directly to coordinate rescheduling and continuity of care.

Advisory for Expectant Mothers
Expectant mothers who are at least 36 weeks pregnant or at risk for preterm labor may seek shelter through CHCC. Please call (670) 234- 8950 for assistance. Residents of Tinian and Rota may report directly to their respective health centers.

Advisory Regarding Filling Medication
We strongly encourage all residents to prepare at least a one-week supply of prescription medications, especially those managing chronic conditions such as diabetes, hypertension, or asthma. Be sure to store medications in a waterproof container. The CHCC Outpatient Pharmacy will be open Sunday, April 12, from 8:00 AM to 12:00 PM for medication refills.

CHCC continues to monitor the situation closely and will provide updates as needed. Stay safe, stay prepared, and look out for one another.

Public School System
The CNMI Public School System schools, offices, and programs will be closed on Monday, April 13, 2026, until further notice.

Parents and staff will receive updates through email and official social media pages.

Northern Marianas College
Northern Marianas College campuses on Saipan, Tinian, and Rota will be closed until an “All Clear” declaration is made or until otherwise announced. NMC students and employees are advised to check their NMC email (@marianas.edu) for further updates regarding the reopening of campuses.

Northern Marianas Technical Institute
Northern Marianas Technical Institute (NMTech) will be closed on April 13, 2026, until the “All Clear” is given.

Commonwealth Utilities Corporation (CUC)

In anticipation of Typhoon Sinlaku approaching the Marianas within the next 24–48 hours, the Commonwealth Utilities Corporation (CUC) urges the community to take necessary precautions to ensure safety and preparedness.

Utility Operations
At this time, power, water, and wastewater services are not scheduled to be turned off.

Generator, Solar, and Battery Safety
Customers using generators, solar photovoltaic (PV) systems, or battery storage systems must follow strict safety precautions to prevent electrical backfeeding, which can endanger both residents and utility crews:

  • Turn off your home’s main breaker when using generators or backup systems.
  • Disconnect solar PV systems at both the inverter and main breaker.
  • Turn off battery storage systems supplying backup power.
  • Use generators only with a properly installed transfer (double-throw) switch.
  • Never operate generators indoors or in garages.
  • Operate generators at least 20 feet away from structures to prevent carbon monoxide poisoning.

Improperly connected equipment can cause backfeeding, sending electricity into power lines and creating life-threatening conditions for utility crews.

Electrical and Water Safety Tips
Residents are encouraged to follow these additional safety measures:

  • Unplug appliances and electronic equipment.
  • Avoid contact with plugged-in appliances during wet conditions.
  • Fill water containers, bathtubs, and tanks in anticipation of potential service interruptions. Be aware that flooding may contaminate water supplies.
  • Store sufficient drinking water for consumption.
  • When evacuating, turn off the main water valve. After the storm, inspect for leaks and repair them promptly.
  • Conserve water as service is restored to help extend the available supply.
  • Limit wastewater usage to reduce strain on the sewer system and prevent overflows or backups.
  • Toilet Tip: “If it’s yellow, let it mellow. If it’s brown, flush it down.”
  • Do not open sewer clean-outs or manholes to drain floodwaters, as this may cause system overflows and health hazards.

Precautionary Boil Water Notice – Rota Only
A precautionary boil water notice is in effect for the island of Rota due to storm conditions. Residents are advised to boil water for at least three (3) minutes before use and allow it to cool prior to consumption. Boiled or bottled water should be used for drinking, cooking, brushing teeth, and making ice. Any water or ice prepared prior to the notice should be discarded. While turbidity itself may not cause health effects, it can interfere with disinfection and increase the risk of contamination from bacteria, viruses, and parasites.

CUC’s 24-hour Customer Service lines are reserved for utility emergencies only. Please report hazards such as downed power lines and sparking or burning transformers. For power or water outages, contact the CUC Hotline at (670) 236-4333. In case of an emergency, contact Customer Service at (670) 664-4282.

Gas Stations

Shell: Shell is advising CNMI residents to begin fueling their cars and gathering generator fuel in anticipation of the storm’s arrival.

Shell will continue to monitor the evolving situation and will provide updates on station closures at a later time.

Mobil: Mobil Gas Stations on Saipan will close tonight at 9 pm, April 12, 2026, as part of its normal operating hours. From April 13, we will monitor weather conditions and advise on future closure dates/times.

Tinian Fuel Services: Are currently closed. Closure hours and dates will be announced at a later time.

Luta Gas Station and Sasanhaya gas station: Are currently closed. Opening hours and dates will be announced at a later time.

Airlines

United Airlines: All United Airlines flights starting on April 12, 2026, through April 13, 2026, are canceled. United Airlines Network Operations Center will be updating flight status on the United Airlines App.

Micronesian Air Connection Services: All flights scheduled for Monday, April 13, 2026, and April 14, 2026, have been canceled. For additional information, please visit https://www.flymacs.com/.

Prepare for Tropical Storm and Typhoon Strength Winds
In preparation for anticipated tropical storm and typhoon-strength winds, Governor David M. Apatang, Lt. Dennis James C. Mendiola, and CNMI HSEM advise CNMI residents to take the following preparation measures:

  • Gas vehicles and obtain fuel for your generators.
  • Secure loose debris and belongings around your household or yard.
  • Those living in flood-prone areas should take action; clear drainage areas and unblock storm drains to minimize flooding.
  • Do not walk, swim, or drive through flood waters. Turn Around. Don’t Drown.
  • Inexperienced mariners, especially those operating small vessels, should avoid boating in hazardous conditions.
  • If caught in a rip current, relax and float. Don’t swim against the current. If able, swim in the direction following the shoreline. If unable to escape, face the shore and call or wave for help.
  • Secure important documents such as birth certificates, tax papers, and insurance documents, and keep copies in a weather-proof bag.
  • Prepare to close storm shutters.
  • Have a prepared emergency preparedness kit with first-aid kits, batteries, flashlights, toiletries, and a portable stove in your household.
  • Stock up on food and water, as appropriate, for your household.
  • Document any property damage with photographs. Before and after the storm.
  • Reminder: Stay up to date with the latest information from the National Weather Service, the Office of Homeland Security and Emergency Management, and other official sources.

Typhoon Sinlaku - Bulletin #1 (April 11, 2026 - 11:30 AM)

Governor David M. Apatang Declares Typhoon Condition III
For Saipan, Tinian, and Rota

(Saipan, CNMI) – As of 11:30 a.m., the Office of the Governor and the Office of Homeland Security and Emergency Management (HSEM), in consultation with the National Weather Service (NWS Guam) Weather Forecast Office (WFO), has declared Typhoon Condition III for Saipan, Tinian, and Rota.

Typhoon Condition III means that typhoon conditions, including winds of 74 MPH or more, are possible within 48 hours.

Tropical Storm Sinlaku 04W continues to organize north-northwest of Chuuk and is moving slowly in a west-northwest direction. It is expected to continue for another roughly 24 to 36 hours before increasing slightly in forward speed. Models continue to show a slight spread where TS Sinlaku’s track could shift slightly north or south, though these ranges are narrowing and will continue to narrow over the next 12-24 hours.

The Marianas should prepare for the potential of Tropical Storm- to Typhoon-Force winds, with the most likely time for Tropical Storm-Force winds around Monday. For the far Northern Mariana Islands, breezy and choppy sea conditions are expected late this weekend and into early next week, with potential for Tropical Storm-Force winds around Tuesday.

This is expected to produce 15 to 20 inches of rainfall across Guam and Rota, and 8 to 15 inches are expected for Tinian and Saipan from Monday through Thursday. Widespread showers, torrential rain, and scattered thunderstorms are expected as Sinlaku moves through the Marianas Monday through Thursday.
